Electric Shocks In House – Over 15 Years?

Here’s a bit from a UPI-written news item of 9/12/12

[A married couple] of Pound Ridge, N.Y., in Westchester County, said the substation, operated by New York State Electric and Gas, has caused stray electricity to zap their home. Millie Mendelson told the New York Daily News she has been shocked numerous times over a 15-year span, including once while swimming in her pool.

Pound Ridge is described as a well-to-do NYC suburb. An allegation is attributed to the woman that “she has constant headaches and regularly wears rubber gloves while cleaning to prevent shocks.”

What’s unexplained: Why it took 15 years for NYSE&G to fix this (assuming the couple had complained regularly over that time) . . . or why it took the couple more than a decade to find a lawyer.
