American Lung Association’s Misguided Support for Wind Power

“Obviously, nobody wants dirty air, but the American Lung Association’s knee-jerk renewables advocacy is mainly emotional and not grounded in fact.”

Last month, New Hampshire’s Site Evaluation Committee (SEC)[1] disapproved Antrim Wind, a 30-megawatt wind energy facility proposed along a remote and environmentally sensitive ridgeline in rural Antrim, NH. After eleven days of evidentiary hearings and three days of public deliberations, the Committee ruled that the ten monster turbines, each standing 492-feet tall, would pose a significant impact on aesthetics with no satisfactory means of mitigating the effect.

The Committee’s ruling surprised New England wind proponents who wasted no time calling the decision a serious setback for clean energy and urging the SEC to reconsider its decision.

Among those objecting was the American Lung Association. In a letter to the SEC, Edward Miller, Senior Vice President of Public Policy for the American Lung Association in the Northeast, wrote:

Since toxic emissions from energy production are a major cause of lung disease, we are committed to the development and expansion of clean, renewable energy sources…. With the growing concern about health care costs it is critical that we take advantage of every opportunity to move away from fossil fuels to produce our energy.

Miller has taken similar activist roles in Maine where he advocated for the Kibby Wind project, the Bower Mountain wind facility and expansion of wind-related transmission.

Obviously, nobody wants dirty air but the alarmist advocacy pressed by the ALA is largely emotional and not grounded in fact.

New England’s Cleaner Air

New England’s electric generation has achieved significant reductions in nitrogen oxide and sulfur dioxide[2] in the last decade.

From 2001 to the end of 2011, NOx emissions have dropped by 58% and SO2 by 71%. Wind energy’s contribution to these reductions was immaterial, since, by 2011, wind provided only 0.6% of the energy to the New England pool.

Even the American Lung Association’s own tables show a low incidence of high ozone days as well as low particle pollution levels for most of New England. The one exception is southern Connecticut which is part of the densely populated tri-state area that also includes New York and New Jersey.

Automotive emissions are likely the primary source of pollution in that area. Nonetheless, even areas of Connecticut that received poor grades from the ALA for air quality show precipitous declines in ozone levels and particulate matter in the last few years.

Wind’s Exaggerated Emission Savings

If we accept the ALA’s claim that renewable energy will contribute to improved air quality in New England, its support for Antrim Wind ignores how ineffectual the project will be at reducing emissions. Antrim Wind’s 30 megawatts, under the best circumstances, will contribute a mere 0.08% of the annual energy produced in New England.

When it does operate, the project will displace generation from higher marginal cost sources that can easily accommodate its fluctuations on the grid, which in New England would most likely be natural gas.

In fact, with natural gas prices at record lows, and the cost of burning coal and oil rising, many believe the dirtier fuels will no longer be part of the region’s fuel mix within 3-5 years. In 2012, coal and oil combined represented only 3% of the fuel used to meet New England’s electricity demand, down from 40% in 2001.

Emission models [3] that assume a gas-dominated fuel mix have shown savings from wind of just 0.05 lbs/MWh for NOx, 0.0 lbs/MWh for SO2, and 0.3 tons/MWh for CO2. This is in contrast to the exaggerated benefits produced by the model run for Antrim Wind which assumed the project would displace coal and oil 21% of the time for the 20-year life of the project!

Power Plants and Lung Disease

The ALA’s argument that energy production causes lung disease is also questionable as causal links between air pollution and health remain unproven.

In fact, epidemiological studies conducted in urban areas throughout the United States have shown widely varying results suggesting a problem with the measurements themselves, or inadequate controls for other influencing factors. In laboratory studies [Green and Armstrong (2003)] where people (and animals) were exposed to controlled levels of air contaminants “no form of ambient particulate matter -other than viruses, bacteria, and biochemical antigens- has been shown, experimentally or clinically, to cause disease or death at concentrations remotely close to U.S. ambient levels.”

Dr. Ross McKitrick’s 2010 study, which looked at all hospital admission records in major Canadian cities for lung-related illnesses (including asthma) from 1974 to 1994 found no correlation between air pollution and lung disease. Dr. McKitrick’s study was the first Canadian study to control for socioeconomic factors and weather and all major pollutants, over a period of high pollution levels. Air pollution in the time frame studied (1974–94) was considerably higher than it is today.

Evidence vs. Activism

The American Lung Association deserves much credit for its century-long fight for clean air. However, if its mission has now expanded to advocating for wind energy development in New England, we would have expected a more precise and thoughtful response to the NH SEC’s decision.

Instead, we were treated to superficial claims that added nothing to the debate while disrespecting the comprehensive 11-day trial undertaken to review the Antrim Wind proposal. The ALA is certainly entitled to offer comment, but if none of its representatives could be bothered to learn the facts in the case, the Association should not expect anyone to give any weight to its letter.

Measures to Save Electricity Quickly

 

There are two ways to save electricity quickly. First, efficiency improvements can be made to the energy-using equipment such that consumers receive the same services but with less electricity consumed. (These are sometimes called “technical fixes”) In these situations the end user is barely (or not at all) aware that improvements have been made. In the second case, the

energy consumer takes deliberate measures to reduce energy use through changes in operations or procedure which may also cause inconvenience and result in a loss of service or amenity. These are typically called “behavioral” changes.

 

Technical Efficiency Measures

 

The technical measures to save electricity quickly are similar to those used to save electricity slowly except that they may be implemented with greater intensity by combining them with special subsidies or delivery schemes. Three examples are described below.

 

Retrofits—especially retrofits of large, energy-using facilities—are attractive targets during an electricity crisis. About 8% of industrial electricity is used to make compressed air, much of which is lost through leaks (Rosenberg 2003).

 

The compressed air systems therefore represent a source of major savings. California supported inspections and tune-ups of compressed air facilities in factories. Retrofits of eight factories yielded verified savings of 2 MW.

 

Lighting replacements have been the most frequently used retrofit strategy. Replacing incandescent light bulbs with compact fluorescents (CFLs) was used in Brazil, California, and New Zealand. California consumers installed nearly eight million CFLs during the crisis period, resulting in almost 500 MW of demand reduction (Pang 2003).

 

California cities replaced millions of traffic lights with LED lamps, each saving about 80 watts. California aggressively encouraged consumers to replace older appliances with new units qualifying for the Energy Star endorsement of high efficiency Fuel switching offers large electricity savings.

 

Electricity is often used to heat air or water, especially in the residential sector and in sparsely populated areas.

 

There are numerous opportunities to burn wood, oil, or natural gas directly to obtain the desired heat. Homeowners in Norway and New Zealand, for example, reverted to existing wood stoves and boilers for space and water heating.

 

Fuel switching is an important electricity-savings measure because it removes the homes’ largest electricity-consuming end uses.

 

The greatest benefits from fuel switching will generally occur during shortages caused by cold weather but some measures can also save summer peak power. For example, Brazilians replaced in-line electric shower heaters with gas-fired units, thus saving about 3 kW electrical demand per unit.

 

Effectiveness of Technical Measures

 

Technological modifications require an existing infrastructure in order to deploy the products in a short time, stretching from the manufacturer capable of quickly expanding production to skilled personnel to install them.

 

In most cases, there will not be enough time, or the infrastructure is inadequate, to establish new efficiency improvement and retrofit programs large enough to reduce demand significantly.

 

Norway, for example, addressed its electricity shortage by establishing programs to install heat pumps, energy management systems, and wood pellet stoves.

 

Skilled personnel were overwhelmed and it is unlikely that these measures cut Norway’s electricity demand during the crisis. On the other hand, California already had an established network to deliver its “saving electricity slowly” programs.

 

This network, while still inadequate, was able to rapidly increase activities during the crisis and deliver significant electricity savings. Regions that are vulnerable to temporary electricity shortfalls should consider their programs to “save electricity slowly” as a kind of insurance policy that will also serve as the backbone of a team to save electricity during a crisis.

Carbon Tax: Vote and Eviscerate (depoliticize, not repoliticize, energy)

“The American people and the 133 cosponsors of this concurrent resolution understand that a carbon tax is not about protecting the environment, but rather it is a cynical attempt to raise revenue for Washington’s insatiable appetite for more and more spending.”

Federal carbon-dioxide cap-and-trade legislation was defeated in 2009 with no prospect of a retry. Now, the even less popular carbon tax is being floated by non-conservatives and wannabe-be conservatives as somehow ”free market” and “efficient.” This very well financed desperado push needs a reality check in Congress.

Any new qualitative tax, and certainly one as huge and far reaching as this one, is an open sesame to bigger government and politicized energy. Some argue that there is a “free market” case for a carbon levy, but there is not a “limited government’ case. There is a big difference between assumption-driven “in theory” and real-world ”in practice.”

It is a “pipedream,” to use Marlo Lewis’s word, to believe that politicians will not offset but use this huge new revenue stream ($100–200 billion annually) to avoid spending cuts and to introduce new programs. And as Lewis goes on to argue, the carbon tax fails as economic, environmental, and climate policy.

It is time to put this proposal out of its misery. Resources on both sides of the debate need to go in other directions.

It is time for a floor vote in the House of Representatives on the carbon tax to put this proposal out of its misery. We need to move on to fundamental change of the tax code that is not energy-tax-specific and not anti-energy driven. 

To this end, the following June 12th coalition letter was sent on June 12, 2013, to House Speaker John Boehner and House Majority Leader Eric Cantor.

On behalf of the millions of members and supporters of our respective organizations, we write to strongly urge a floor vote on the concurrent resolution, H. Con. Res. 24, expressing the sense of Congress that a carbon tax would be detrimental to the United States economy. The last thing that Americans want today is a higher tax burden, and that is exactly what a carbon tax is.

A carbon tax would be a new, broad-based source of revenue to enable ever-growing federal spending. The federal tax system has never yielded more than 21 percent of gross domestic product in total revenue. A carbon tax would, like a value-added tax, take productive capital away from Americans and instead enable a permanent increase in the size of the federal government. Increasing the size of the federal government will only slow economic growth.

While the White House publicly denies plans to propose a carbon tax, there are thousands of internal Treasury Department documents discussing the issue that the administration refuses to release to the public. Their secrecy in these matters is extremely troubling.

Meanwhile, the Chairman of the Senate Environment and Public Works Committee recently introduced carbon tax legislation, there have been persistent rumors that such a tax could be included in a secretly negotiated deficit-reduction package, and there are rumors of attempts to include a carbon tax in a debt ceiling agreement.

A carbon tax would increase energy prices by design, exacerbating pain at the pump and raising the price of electricity and home heating fuels. The poorest Americans would be hit the hardest because they spend the largest share of their income on energy. People on fixed incomes would take a terrible financial hit as they would be forced to pay more for energy.

According to a recent study by the National Association of Manufacturers, under a popular carbon tax proposal, output could drop by as much as 15 percent in energy-intensive sectors of our economy and 7.7 percent in non-energy intensive sectors, destroying millions of jobs.

Even the Europeans are moving away from deliberately making energy more expensive as the economic toll from their disastrous policies becomes clearer. The U.S. should learn from these failed policies, not embrace them.

The American people and the 133 cosponsors of this concurrent resolution understand that a carbon tax is not about protecting the environment, but rather it is a cynical attempt to raise revenue for Washington’s insatiable appetite for more and more spending.

Supporters claim that a carbon tax would not increase taxes since revenues would be offset by reductions elsewhere, but careful analysis shows what the American people instinctively know to be true—new taxes always lead to a higher tax burden for Americans, regardless of promises that are made about “revenue neutrality”.

Under these circumstances, it is critical for the House to take a clear and unequivocal stand that it understands how economically destructive a carbon tax would be. We therefore urge a Floor vote on the carbon tax resolution and urge your support.

Wind Generation is the Future Renewable Type of Energy

The future of power generation is going to be greatly influenced by the Wind.Wind is the Types of Renewable Energy that uses a wind turbine to generate the electricity. By the end of 2009 wind generation accounted for the generation of 159.2 gigawatts, which is about 2% of the worlds electricity required. Going forward wind generation has the technical potential to produce 40 times it current electricity generation.

 

There is a wide range of wind turbines available for many suppliers and they fall into two categories just like most other things around the world.  There is a range of domestic wind generators ranging from 100 watts up to 1 Kilowatt and a much wider range of commercial units that range from 600 Kilowatts to 5 Megawatts however wind turbines with the rated output of 1.5 to 3 Megawatts are most commonly used in the commercial wind farms around the world.

 

Regardless of the rated output wind turbines use exactly the same method to generate an electricity supply. Basically they use they do exactly opposite to an electric motor. An electric motor uses a supply of electricity to energize a coil of wire (the armature) that is contained in a magnetic field this causes the armature to turn therefore supplies a source of mechanical energy. Now a wind turbine on the other hand takes it energy source from the wind and using the blades to mechanically turn the armature within the magnetic field. This movement within the magnetic field induces an electrical current in the windings, which can be used to feed into the main power grid or into a battery bank in the case of a stand-alone system.

 

The rate of electricity generated is proportional to the speed at which the turbine turns. Before installing a wind generator you need to do some research into whether or not the location that you live in is suitable. You need to have what as known as clean wind meaning that there is no interference to the flow of wind into the generator like trees mountains builds etc. It is also a good idea to install some wind monitoring equipment and study the amount of wind you can actually take advantage of. You may find that your location is not suitable for a wind generator and you may need to look at other types of renewable energy like Solar Panels.

 

 

The use of wind generators for the creation of electricity is growing across the globe by a staggering rate of 30% per year. The fact that people are using the power of the wind it is making Wind Turbines one of the forefront in the Types of Renewable Energy and as the need for more electricity and the need to reduce greenhouse gases there will be more research and development conducted to better the technology that we are already using to make wind turbines more efficient and cheaper to construct.  As they find was to make them cheaper the more people will choose to use them making it a win win situation for use and the environment.

How to Reduce the ‘Carbon Footprint’ of a Tomato

Grow it in a local warehouse using LEDs, a Purdue U. professor says. And: The tomatoes will probably TASTE better, too!

Why?

Cary Mitchell, a professor of horticulture, said the average tomato is shipped about 1,500 miles from warmer climates where they’re grown to cooler climates that cannot produce the fruit cost-effectively in the winter.

That journey is costly, however, because tomatoes are picked green and ripen during shipping, decreasing quality and flavor. The lengthy shipping distance also adds to the industry’s carbon footprint.

AND

Mitchell and doctoral student Celina Gómez experimented with light-emitting diodes, which are cooler and require far less energy than traditional high-pressure sodium lamps used in greenhouses.

They got the same yield – size and number of fruit – with high-pressure sodium lamps and LED towers, but the LEDs used about 25 percent of the energy of traditional lamps.
