Electrical Components Compromised By Flood Waters

Seaside Heights, N.J. - Officials determined that the electrical fire which claimed 50 businesses in the Jersey Shore communities, was caused by electrical components. Investigators said the fire began under a building due to failed electrical equipment. "During the storm, this wiring and these connection became fully submerged in water," Ocean Country Prosecutor Joseph Coronato said in a news conference. "Over time, degradation of this wiring and these connections occurred." They urged that homeowners and other businesses affected by water to have their wiring inspected for similar issues.

Wind Setbacks: Safety First (unless you’re a wind developer)

“After years of debate there is still disagreement and uncertainty regarding appropriate safety setback distances. This uncertainty has benefited the wind industry. Thousands of turbines are erected throughout the U.S. that are dangerously close to where people live.”

Last month, Ohio infuriated wind proponents by passing Senate bill 310, a bill that delays the state’s renewable electricity standard for two years and eliminates the requirement that half of the renewables mandate be met with in-state resources.

Within days of SB310 passing, Ohio Governor John Kasich approved a change to the safety setback distances for wind turbines. Under the new law, setbacks will now be measured at the property line of the nearest adjacent property as opposed to the wall of a nearby home. In practice, this will require minimum distances of at least 1,300 feet from property lines to each turbine base.

Wind developers and Ohio’s media cried foul over due process claiming the legislature gave no warning of the setback rule change or opportunity for testimony. They insisted the provision was ‘anti-wind’ driven by coal and oil interests intent on destroying the economics of large-scale wind and called on the governor to veto the change.

Industry Setback Recommendations

For decades, the wind industry has advanced the notion that these massive spinning structures can safely be erected a few hundred feet from where people live and gather.

The industry’s preferred setback has been 1.1x to 1.5x the height of the tower (including the blade) which was derived from the fall-zone of the tower. We saw variations on this over the years beginning in California, that measured as much as 3-4x the total tower height. In general, there was no consideration in the setback distances for noise nor did the 1.1 to 1.5x setback adequately address ice/blade throw.

In 2006, the California Energy Commission examined setback standards in the state. The conclusion of the study called for a  setback distance just shy of 1000 feet to protect against turbine failure. [1] This distance was less conservative than what Vestas had recommended (although Vestas has since eliminated this standard from its documentation and claims it is not involved in siting decisions.)

Simple math  describing motion shows that ice or debris from a 100-foot long blade can be thrown nearly 1700 feet from the base of the turbine. [2] Turbine manufacture, Vestas, has reported debris from its V90 turbine being thrown 1,600 feet.

Assessing Risk from Turbine Failure

In assessing risk to the public, the wind industry typically assumes a probabilistic perspective where they examine the probability of failure and the chances of an individual being present at the time of the event. If the probabilistic assessment assumes that people are infrequently present when a blade might be thrown, for example, then it’s not surprising that the industry reports a low risk of harm even at close range.

According to William Palmer, a utility reliability engineer responsible for analyzing the impact on public safety at a nuclear facility in Ontario Canada, deterministic risk assessments provide a more accurate understanding  of risk and necessary mitigation measures. Deterministic risk assessments require analysts to assume that a person is permanently standing at the limit of risk (edge of the safety zone), and are considered to be there during the accident. If people are nearby all the time, their risk of being hurt is high.

Safety cannot take a back seat to statistical probabilities but that’s exactly what communities have accepted from the wind industry for years.

What About Ice Throw?

Project developers often represent that ice throw is unlikely to occur because ice generally melts gradually and slips off the blade and down to the ground below. Iberdrola Renewables made this claim in 2010 prior to receiving approval to construct its Groton Wind facility in New Hampshire. However, according to Iberdrola’s Emergency Plan written for Groton Wind employees and released this year, “shedding ice may be thrown a significant distance as a result of the rotor spinning or wind blowing the ice fragments.”

GE Wind states that rotating turbine blades may propel ice fragments up to several hundred meters if conditions are right depending on turbine dimensions, rotational speed and many other potential factors.

As more turbines are sited in cold climates, the wind industry has considered safety distances based on the level of allowable risk[3] The figure below maps distances from the turbines based on the estimated annual icing events at the project site and degree of risk. In colder climates, icing can occur during non-winter months.

Very little public information is available that documents the frequency of ice throw and the distances flung from the turbines. Surveys have been conducted of large project operators in an effort to track the size and distance of ice fragments being thrown but the results are inconclusive as there is no way to assess how well the area around the turbines was searched, especially at great distances from the towers. One operator of a wind installation admitted large turbines will throw a four hundred pound chunk of ice one thousand feet.

Conclusion

After years of debate there is still disagreement and uncertainty regarding appropriate safety setback distances. This uncertainty has benefited the wind industry. Thousands of turbines are erected throughout the U.S. that are dangerously close to where people live.

In the last five-to-six years, communities have adopted setbacks at or greater than the distance codified under Ohio law. More modern ordinances include two setback protections. The first protects property owners from ice/debris flying off the turbines. This ranges from 1300 feet to 1 mile or more away. The second setback distance is implied based on noise limits that cannot be exceeded either at the property line or the wall of an occupied building. If the noise standards are correctly applied, turbines may be erected 1.25-1.5 (or more) miles from the property line/building.

According to Mr. Palmer, the goal of public-safety risk assessment is to ensure that we do not impose risks on unsuspecting members of the public. We agree!

Lighting 101: Compact Fluorescent Bulbs (CFLs)

When looking into lowering your electricity costs, a popular option is to switch all of the light bulbs in your home or office to compact fluorescent light (CFL) bulbs. Switching to CFLs couldn’t be easier, but it’s not uncommon to wonder: are these bulbs really more efficient than regular incandescent bulbs?

The answer is simple: yes!

Here are some facts about CFLs, according to ENERGY STAR:

  • They use 75% less energy than standard bulbs.
  • They can last for more than 3,000! Compare that to the average 1,000 hours for a standard light bulb.
  • They can create less than 75% less heat than regular bulbs. This means, when you keep your lights on for a long period of time, your house won’t heat up!
  • They can help lower your overall electricity usage and utilities.

The Science Behind CFLs

Creating light by running electricity through a resistive filament, incandescent light bulbs heat the filament to a very high temperature. This causes the bulb to glow and produce an extremely visible light, however more than 98 percent of the energy used is emitted as heat.

On the other hand, CFL bulbs produce ultraviolet light, working by passing electricity through a mercury vapor, exciting the gas. As the UV light hits the white coating inside of the CFL bulb, the coating changes into a light that you can see. CFL bulbs don’t use heat to create light.

Lumens Per Watt

A regular incandescent bulb can produce about 15 lumens per watt while CFL bulbs typically produce 50 to 70 lumens per watt. In other words, you can buy a 15-watt CFL bulb that produces the same about of light as a regular 60-watt regular incandescent bulb.

General Cost and Lifespan

A 6-pack of GE 60-watt incandescent light bulbs costs approximately $4 while a 2-pack of GE 15-watt CFL bulbs (equivalent to a 60-watt regular incandescent bulb) costs approximately $13. While it’s clearly obvious that regular incandescent bulbs are inexpensive, the typical lifespan is around 1,000 hours versus an average lifespan ranging between 1,200 to 20,000 hours for CFL bulbs.

Savings

Using 2/3 less energy than a regular incandescent light bulb and lasting up to 10 times as longer, replacing your average 60-watt regular incandescent bulb with a 15-watt CFL can save you at least $30 in energy costs over the lifespan of the bulb. On average, you’ll save approximately $6 per year per bulb.

Ex-Im Bank Cronyism: Remember Enron’s Bad Investments

“Enron was a political colossus with a unique range of rent-seeking and subsidy-receiving operations. Ken Lay’s announced visions for the company—to become the world’s first natural-gas major, then the world’s leading energy company, and, finally, the world’s leading company—relied on more than free-market entrepreneurship. They were premised on employing political means to catch up with, and outdistance, far larger and more-established corporations.

A debate is currently playing out over the future of the Import-Export Bank, which comes up for Congressional reauthorization this September. In “End Corporate Welfare? Start With the Ex-Im Bank,” Tim Phillips, president of Americans for Prosperity, a free-market advocacy group, pin-pricked the notion that small business was the beneficiary of taxpayer-guaranteed loans.

Every time Congress debates the Ex-Im Bank’s future, which last happened in 2012, defenders claim that it exists primarily to serve small businesses. The bank itself proudly proclaims this near the top of its annual reports. Yet … the bank doles out the vast majority of its funds to America’s biggest corporations. Last year, 10 companies—including giants like Boeing, General Electric, and Dow Chemical–received roughly three-quarters of the bank’s financial assistance for exports. A similar number of companies accounted for 97% of its loan guarantees by value, along with 97% of the bank’s direct loans by value.

So why do the Big Boys needed the average taxpayer to backstop their voluntary incurred indebtedness? Why should big and small companies be encouraged to invest in risky, non-bankable areas?

Ex-Im exposure today is estimated to be $134 billion, up from $60 billion eight years ago. Crony capitalism, helped along by Republicans and Democrats alike, is in the crosshairs of reformers across the political spectrum.

Enron: Bad Energy Investing via EXIM/OPIC

Enron International, specializing in infrastructure development in high-risk countries in the late 1980s and 1990s, depended on Export-Import Bank loans and Overseas Private Investment Corporation (OPIC) insurance and loans for most of its projects.

Enron’s total would exceed $2.5 billion from Ex-Im and $3 billion from OPIC. Enron also received $232 million in loan guarantees from the lesser known U.S. Maritime Administration.[1] All totaled, nearly $6 billion. And not surprisingly, many of these investments were problematic, and none more so than the Dabhol Power Plant in India.

Summarized one Enron book:

Some of Enron International’s assets were almost comically awful, and others were fields of dreams. A power plant it built in China was never commercially operated. The Dominican Republic plant was padlocked for a time. The plant in Cuiba, Brazil, was hundreds of millions of dollar over budget. In Poland, there were difficulties getting the government to pay Enron for a plant it has built. A planned pipeline in Mozambique never happened, nor did a $500 million plant in Indonesia or a $200 million plan in Croatia. And that doesn’t even include the greatest debacle of them all–Dabhol, the $3 billion project that remains shuttered to this day [2002]. [2]

When the U.S. government threatened to not pony up at one juncture, Enron’s vice president of Global Finance, Linda Powers, warned Congress that Enron would find foreign support.[3] And it did so successfully, gaining financial aid from the governments of the United Kingdom, Japan, Germany, Italy, France, Canada, and Belgium. [4]

Enron also received financial support of various kinds from other government agencies, including the World Bank’s International Bank for Reconstruction and Development, the International Development Association, the International Finance Corporation, and the Multilateral Investment Guarantee Agency.[5]

So much for the fallacious, enduring belief that Enron was somehow a free-market company and evidence for the excesses of capitalism.

Free Market Time?

The FDR-created agency is “now kept on life support by the U.S. Chamber of Commerce and an in-crowd of current and retired Congressional Republicans and Democrats,” the Wall Street Journal editorial board wrote earlier this month.

There are plenty of good reasons to abolish the program, including the unhealthy incentive to make high-risk investments. Remember the government investments in Fannie Mae, Fisker Automotive, and Solyndra. Remember that the market picks winners to leave losers for government assistance. And remember Enron.

Economic Recovery Will Remain Slow, Home Builder Says

“We think it’s going to be a slow, at-the-margin adjustment that’s going to take place over time,” Mr. Miller said on Lennar’s call to discuss its results for its fiscal second quarter ended May 31. “On the negative side, it means it’s going to be really difficult to really liberate the first-time buyer and get them back into the market.”

Meanwhile, a no-less-significant shift might occur. In response to a question from an analyst, Mr. Miller said on the call that Lennar is “considering” expanding into building homes intended for rent.

That will depend, he said, on how long first-time buyers are stymied by stringent mortgage-qualification standards. If those would-be buyers are forced to turn to renting, Lennar is studying whether to start building single-family homes for them to rent in addition to the apartments it already constructs.

If you’re not aware, Lennar is one of the larger home builders in the U.S.

The upshot for electrical folks:

1. It’s been slow out there since 2009.

2. It’s not going to get any better any time soon — not just in the new resi construction market, but in the economy as a whole.

. . . at least, that’s the opinion of one guy, who lives where the rubber meets the road.

A Guide To Choosing Ceiling Lights For Your Bathroom

Have you ever heard the saying ‘a change is as good as a holiday’? There is plenty of truth to this statement; take, for example, changing the ceiling lights in your bathroom – this small act alone could make it feel like a whole new space. There is more to this decision, however, than just walking into a showroom, pointing at a fixture you like and saying ‘that one’. Use this guide to ensure that you are making the right choices for your bathroom in regards to San Gabriel Valley lighting.

Our bathrooms need to be functional above everything else, and the ceiling lights that you ultimately choose for your space will help to determine with this is the case. There is no point in installing a fixture that looks stunning if it prevents you from completing all of the tasks that you would normally undertake in the space, such as shaving and applying make up. This is not to say, however, that homeowners should forget about the aesthetics of their lighting fixtures – instead, it is about finding a balance.

One way to achieve this is by choosing ceiling fixtures that you can easily adjust in both direction and levels of illumination.

  • Illumination: the best way to control the level of illumination in your bathroom is by installing dimmer switchers in conjunction with your ceiling lights. You could also opt for the traditional fixture that includes both heat and normal lights. Whilst this only gives you the choice of two levels of brightness, it may be sufficient for your needs.
  • Direction: the best way to control the direction of lighting in your bathroom is by installing ceiling lights that are mounted into moveable supports. Halogen and LED lights are often mounted in this way, and their fixtures allow you to point the lights in the direction that you need the most illumination (such as over the vanity or the shower stall).

 

Thankfully, there is plenty of aesthetically pleasing ceiling lights out there that also achieves adequate illumination that can be dimmed or brightened and directed to a certain area. Recessed lights and downlights sit flush with the ceiling and appear as if they’re not even there during the day, whilst a chandelier will make a luxurious and elegant statement. If going for a ‘wow-factor’ fixture, such as a pendant or chandelier, it is recommended that you do the rest of your bathroom as minimalist as possible to avoid overpowering the space.

Circuit Breakers Defined

A circuit breaker is defined as an electrical switch, designed to protect an electrical circuit from damage caused by an overload or short circuit. A circuit breaker is meant to detect a fault condition of these types and interrupt current flow by "tripping".

FPE Circuit Breakers

The problem with FPE Stab-Lok circuit breakers is that when an unsafe condition, such as an overload or short circuit occurs, the FPE breakers fails to "trip" which is what a circuit breaker is designed to do in an electrical system.

Federal Pacific Hazards

This hazard worsens for double pole breakers. Double pole breakers are used on higher load circuits, such as for a clothes dryer. Under certain conditions it is possible for one leg of these circuits to attempt to trip the breaker, resulting in a jammed breaker which at minimum will afterward not trip under any load condition, or worse yet cause a high risk failure.

The FPE Dilemma

Although documentation of persistent hazards, and real life loss exist, there are still individuals that chose to ignore the warning signs. For example, some people try assuming a position that the "since the home has not burned to the ground in the last 25 years, how could someone predict that it will". Well, despite what some people postulate even with proof of the contrary, that FPE panels are hazards, this still can be a bone of contention. At Cooper Electric, we want our customers to be aware of any existing hazards.

FPE panels which are found in existing houses, 25 years and older, can/have burned homes down. As recently as, August of 2012 a Federal Pacific Electric Panel started a fire that burned a home down in the Wyoming Neighborhood of Cincinnati. The structure caught fire at the FPE panel in the garage of the home on Chisholm Trail and damage was estimated at $240,000. The home was over 25 years old.

FPE use

FPE panels were popularly used in home construction in the 1950s, 1960s, and 1970s. The US Consumer Product Safety Commission has deemed them prone to failures, but has not recalled them. However, FPE had their UL Listings revoked in the 1980s.

Furthermore, incompetent handymen who install used FPE circuit breakers as band-aid fixes to replace failed FPE circuit breakers are not solving a more complex problem of the entire panel itself.

The variables of the conditions of the circuit breakers, how much load the circuit will be under, and IF the breaker will trip... all become part of the RISK that you are taking on with an FPE panel. The best solution for an FPE circuit breaker, is to replace the entire panel. A new panel from a proven manufacturer, who are still in busienss and have not been in litigation nor class action lawsuits for the lack of safety with their product, such as Federal Pacific Electric. Each May, Cooper Electric partners with the Electrical Safety Foundation to promote, "National Electrical Safety Month".

The mission of "NESM" is to reduce the number of electrical fires and electrical related injuries. Each year, too many lives are adversely effected by failures and malfunctions of electrically related items in the home.

The National Fire Protection Association (NFPA) estimates 47,700 home structure fires, reported to U.S. fire departments each year, involved an electrical failure or malfunction as a contributing factor to ignition. These fires resulted in 418 civilian deaths, 1,570 injuries, and $1.4 Billion in direct property damage. Again, these are the reported fires only, several smaller occurances that go unreported are not included in these estimations of damages.

These incidence are preventable. Homeowners should be aware of the risks that faulty electrical systems pose to their property and lives, and take a proactive approach to investigating their home.

The season is changing, more electrical appartuses will be plugged into the walls, weather it be a fan, a window air conditioning unit, or the running of ceiling fans. Closed-Loop Recycling Comes To Technology

According to GreenBiz, the computer maker Dell

. . . is turning to long-time manufacturing partner, Wistron GreenTech, to pull off another big breakthrough: becoming the first company in the IT industry to earn a closed-loop recycling validation from UL Environment.

Dell’s forthcoming OptiPlex 3030 All-in-One desktop computer (due out by June) will be the first to contain a minimum of 10 percent post-consumer recycled plastic, collected through Dell’s ongoing electronic-waste recovery processes, the company said.

The recycled e-waste material is specifically used to make parts such as the stand and the backing for the computer, according to an infographic from Dell.
