    • This temperature abnormality was found during the Thermography inspection on phase c of the newly installed GE switchgear. The temperature difference between phase C and phase B is 20 degrees ferenheight (Image #2). The breaker was aproximatley 30% loaded at the time of inspection (phase C-278amps phase B- 284amps). After removing the factory installed GE circuit breaker we found that the insulation tape had overlapped and restricted the current flow from the main bussway in the gear to the circuit breaker lug (Image #1).

Hydraulic Fracturing: A Threat to Public Health? (Earthworks vs. the scientific method)

A new report from the environmental group Earthworks suggests that shale gas development, including hydraulic fracturing, “risks public health” in the state of Pennsylvania. In addition to the numerous problems with the report itself, a larger issue is passing anecdotal evidence off as hard science.

This trick has clearly emerged among opponents as a way to “counter” what most would consider a conclusive body of evidence confirming the safety of developing oil and natural gas from shale.

Study Problems

Uni Blake, a toxicologist who studies health issues relating to shale development, has fleshed out the main problem with Earthworks’ latest report (which could also be applied to a Cornell veterinarians’study” from earlier this year): findings of a subjective nature that rely on individuals’ recollections of symptoms. According to Blake, such “should not be allowed to take the place of quantitative measures and physical findings.”

Blake also identifies another significant problem with studies that rely on anecdotal evidence: confirmation bias. Organizations like Earthworks and researchers at Cornell (funded by anti-shale groups, including the Park Foundation) have a vested interest in painting oil and natural gas development in the worst possible light. Thus, they will “seek out information that confirms what they already believe, want to believe or want to avoid,” according to Blake – which in this case means talking to individuals who may be predisposed to provide negative feedback about development.

In fact, that’s exactly what Earthworks did, by its own admission. After admitting that the report “did not investigate additional factors that can influence health conditions or cause systems” – another way of saying they didn’t consider anything other than oil and gas development as the source of problems – Earthworks described how it found its participants:

Survey distribution was initiated through existing contacts in the target counties,” adding that the survey “was also distributed to individuals who expressed interest in participating directly to OGAP at public events.

In other words, Earthworks used its own base of support to “prove” a claim that the organization itself has been making for quite some time.

Good Faith?

Just to clarify, this is not intended to dismiss concerns about development. People who have questions about impacts, especially those living in the proximity of oil and natural gas wells, deserve to have their questions answered with facts and hard evidence. A critical component of that conversation, however, is a discussion that occurs in good faith.

But that’s not what Earthworks has done, and that “good faith” component rarely happens when the impetus for alarm is made by groups ideologically opposed to oil and natural gas. By relying heavily if not exclusively on its own network of affiliates and allies, Earthworks simply worked backwards from a conclusion – i.e. shale development is harmful to our health – and packaged it up in a “report” designed to scare the public.

That’s not science, and it’s certainly not a good faith attempt to initiate a dialogue.

What’s more is that when groups like Earthworks release such reports, they actually do a disservice to people who genuinely want their questions answered – and who don’t tow the activist party line on issues related to oil and gas development.

It all begs an important question: What problems are we solving by leaping to conclusions and issuing “reports” that don’t address concerns, but are instead designed to score headlines and frighten landowners?

That might make for a great business proposition in terms of boosting fundraising – and donations to Earthworks are tax deductible! – but no one could credibly claim that it establishes a reality-based metric for understanding complicated public health issues.

Regulators Weigh In

State regulators and even federal officials have been looking into the issue of health impacts from oil and gas development. Here is a sampling of their findings:

· In Pennsylvania (home to the Marcellus shale), the Department of Environmental Protection conducted air quality tests in the northeast and southwest portions of the state. DEP “did not identify concentrations of any compound that would likely trigger air-related health issues associated with Marcellus Shale drilling activities.”

· In Texas, the Texas Commission on Environmental Quality concluded there wereno immediate health concerns from air qualityin the Barnett Shale region of north Texas. Those results were based on months of readings from state-of-the-art air monitors, and the fact that TCEQ found “no levels of concern for any chemicals” in its tests.

· A separate assessment by the Texas Department of State Health Services examined volatile organic compound (VOC) emissions in and around the town of Dish, TX. DSHS concluded that “the pattern of VOC values was not consistent with a community-wide exposure to airborne contaminants, such as those that might be associated with natural gas drilling operations.”

· In California, the Los Angeles County Department of Public Health recently completed a community health assessment (part of a broader study on environmental impacts) of the population living near the Inglewood Oil Field. That assessment concluded “there is not a detectable relationship between the activities at the Inglewood Oil Field and the health of the surrounding community.” Among other things, the study found no link between oil field activities and cancer rates, and that overall operations have not had an adverse impact on public health.

· According to the Bureau of Labor Statistics, oil and gas extraction doesn’t even rank in the top 25 of industries with the highest rates of injuries and illnesses. BLS data also show that book publishers, tortilla manufacturers, radio broadcasters, and accountants have higher rates of illnesses than those working in the oil and gas industry (and we could reasonably expect that if there were significant and adverse health impacts from development, the people working on the actual well pads would be most susceptible).

Conclusion

This past summer, the Associated Press reported on the gap between what opponents of hydraulic fracturing claim with respect to public health and what scientists and experts have actually concluded. Unfortunately, Earthworks’ latest report does nothing to bridge that divide, and arguably only serves to widen it.

Petersen At His Best

John Petersen — an expert whose words are read avidly by the EleBlog’s proprietor — writes regularly. His stuff is posted at SeekingAlpha.com. His thoughts on energy storage, batteries, electric vehicles, wind/solar (and more) are, in the opinion of EleBlog, MUST reading.

Yes — must reading, even if you don’t agree with what he says. Even if you are diametrically opposed to what Petersen believes, you’d be an idiot not to become familiar with the information and ideas in his writing. Yes, it’s that’s good.

With that as intro, please consider going back to Why Energy Storage Investors Must Understand Resource Constraints — a piece posted in 2010. I’ve read it and re-read it a number of times.

Here are three slices:

I’m a big fan of lead-acid batteries because the raw materials typically come from recycled batteries and offer a sensible balance between conservation and sustainability. In other words, they’re cheap and plentiful.

Lead-acid may not be the best technology for all uses, and it certainly won’t work in cellphones and other devices where size and weight are mission critical constraints, but for mundane storage applications where costs and benefits matter, lead-acid and perhaps molten salt are the only battery technologies that have a chance of success.

Notwithstanding a firm conviction that we’re entering a new age, I’m painfully aware that technology alone cannot change resource production constraints, it cannot change population growth, it cannot change the human desire for something better and it cannot change the laws of chemistry. Unfortunately, investors who believe that Moore’s Law and the other rules we learned during the IT revolution apply to cleantech are in for a very rude awakening.

Petersen’s contention is that it may be possible to do some of the things we need and want to do, as part of the “cleantech” revolution. But the roads down which we’ve walked so far (a table he provides highlights ethanol and electric vehicles as failures) . . . aren’t very smart.

New Book Focuses On Electrical Saftey In The Workplace

A new book dedicated to electrical safety in the workplace has been released.

James R. White’s “Electrical Safety: A Practical Guide to OSHA and NFPA 70E” was published in early October, discussing the interaction between two closely related documents sharing a common history, OSHA Electrical Safety-Related Work Practices regulations and NFPA 70E.

A comprehensive overview of electrical safety in the workplace, White’s book helps readers become more familiar with the 2012 edition of NFPA 70E as he draws on many years of field experience with real-life incidents, outlining lessons learned and common errors witnessed.

Among the topics covered are electrical hazards and basic electrical safety concepts, electrical safety programs, multi-employer worksites, approach boundaries for shock and arc flash hazards, performing a hazard/rick analysis, training for qualified and unqualified workers, portable electrical tools and flexible cords, establishing an electrically safe work condition, choosing and inspecting personal protective equipment and guidelines for common electrical tasks.

USF Receives $12 Million For New College of Global Sustainability

Thanks to the help of Drs. Kiran C. and Pallavi Patel, a new College of Global Sustainability may be in the works for the University of South Florida (USF).

The latest contribution to the USF: Unstoppable Campaign – a $600 million effort to celebrate the energy, vision and future of the university – the Patels recently donated $12 million to the university toward an endowment aimed at creating the new Patel College of Global Sustainability.

The new college will expand on nearly a decade of research in an attempt to advance sustainability around the globe.

“The Earth is God’s gift to humanity and we believe that the current generation must ensure that while meeting our present needs,” the Patels say. “The world’s rapidly depleting resources and growing population require us to become more efficient and think of new ways to develop sustainable and renewable sources of clean water, energy, food and transportation.”

Upon university approval, the new Patel college — which could begin accepting students as early as January 2013 — will bring the current work of the Patel School of Global Sustainability to a new level, allowing it to focus on improved urban systems, water and transportation.

Recently, the Patel School of Global Sustainability, which Pallavi Patel calls a “do tank, not a think tank,” became the first North American university to obtain a research and strategy partnership with the UN-HABITAT Partner University Initiative. Together, USF and UN-HABITAT will establish the first United Nations Urban Futures Research Hub in the U.S., promoting education and professional development in emerging cities.

“We are inspired by the Patels’ vision of a world where all people have a real chance to reach their full potential in a clean, healthy environment,” says USF President Judy Genshaft. “We are humbled that they have entrusted USF to be a partner in making the vision of a better tomorrow a reality. The latest $12 million gift from the Patels brings the family’s contribution to USF to $25.8 million. Patel Center for Global Solutions Endowment Fund, USF Health, the Dr. Kiran Patel Center for Global Solutions Operating Fund and the Patel Center for Global Solutions.

According to Genshaft, the Patels leadership, influence and donations have helped USF become one of the top 50 research universities in the nation.

Electrical Industry ‘Confidence’ Reading — The Eleblog Questions Its Value (does it predict anything???)

NEMA’s Electroindustry Confidence Index, released monthly, has been down below the “50″ level for 3 months in a row now – for the “current” index. The “6-months-from-now” index reads better.

Here’s the lead on the NEMA emission:

NEMA’s Electroindustry Business Confidence Index (EBCI) for current North American business conditions again moved upward, climbing to 45.5 in October from 42.1 in September and 35.7 in August. Its recent rebound has left the index just short of the 50 point breakeven level last surpassed in June.

. . . actually, it pains the EleBlog to point out that 45.5 is not “just short” of 50. It’s 4.5 points — or roughly a 10% move! — short of 50.

Also of note: the “future” (6-months-ahead) number:

The EBCI for future North American conditions edged upward to its highest level in five months in October at 65.9. The index had registered 63.2 in September.

So the EBCI is telling us that things will be better in 6 months (65.9 Oct., 63.2 Sept.) vs. current (45.5 Oct, 42.1 Sept.).

Maybe.

But wait: EleBlog went back. Octoer is roughly 6 months from Feb-Mar-Apr (well, it’s 6 months from April, but let’s give the EBCI a little leeway).

What did the “future” EBCI read in those months, we wondered?

February — 75

March — 86 (“highest reading of the year”)

April — 81.8 (“remained at the high end of its historic range”)

NET: The Feb-Mar-April “6-months-ahead’ readings were OUTSTANDING. BUT the “current” readings of the past three months (Aug-Sept-0Oct) SUCK.

Does this mean the index NEMA compiles and reports on is NOT useful? It might be time to figure that out . . . it’s very possible that you won’t see this reported on monthly here on EleBlog in the future.

LED Lighting Fixtures Added To The Swiss Alps Jungfraujoch Train Experience

With the help of ETC Selador Desire LED lighting fixtures, a large section of the train journey to the Jungfraujoch station in the Swiss Alps has been turned into a compelling tourist experience.

Up to 5,000 people visit Jungfraujoch each day, with stunning views from the platform, restaurants and a geological station greeting visitors once they’ve finally reached the top. “We found the Desire fixtures really easy to use,” says Lighting Designer Serge Schmuki of Tokyo Blue. “Currently, we operate the lights in HSIC mode, which means we have control over hue and saturation, as well as the opportunity to adjust the color temperature in both white light and when color mixing.

The IP66 rating on the Desire fixtures certifies that they are both water- and dust-tight.

“The rugged outdoor lights were factory rebuilt for our specific requirements,” says Jürg Bichsel of installation company Stageparts. “Both ETC as the manufacturer and the Swiss important ECM quickly implemented our special requests and even delivered overnight.”

Employment Report Negative: Wage Gains Plummet

But more important was the Y/Y change in average hourly earnings. At 1.1% (down from 1.4% a month ago), this was the lowest Y/Y increase in this series, topping the collapse in real earnings which started in December 2008, and is now the lowest in history.

In other words, more jobs may be added, but on a real basis, wages are not even keeping up with inflation!

New Book Focuses On Electrical Saftey In The Workplace

A new book dedicated to electrical safety in the workplace has been released.

James R. White’s “Electrical Safety: A Practical Guide to OSHA and NFPA 70E” was published in early October, discussing the interaction between two closely related documents sharing a common history, OSHA Electrical Safety-Related Work Practices regulations and NFPA 70E.

A comprehensive overview of electrical safety in the workplace, White’s book helps readers become more familiar with the 2012 edition of NFPA 70E as he draws on many years of field experience with real-life incidents, outlining lessons learned and common errors witnessed.

Fractured Fairy Tales: Why Not Liberate Energy Technology for the 100%?

The anti-industrial “green” movement, which once played nice with natural gas, is at war against hydraulic fracturing (fracing). Peak gas fears may be gone, and parasitic wind energy would crash without gas-fired generation to fill in, but an anti-energy agenda rules. What should be good news is parlayed into bad by the enemies of modernism.

Technology Jump–Societal Benefits

Horizontal drilling and hydraulic fracturing have boosted shale gas production from zero a few years ago to 10% of all U.S. energy supplies in 2012, observes energy analyst Daniel Yergin. Fracing has also increased U.S. oil production 25% since 2008 – almost all on state and private lands, and in the face of more federal land and resource withdrawals, permitting delays and declining public land production.

In the process, the fracing revolution created 1.7 million jobs in oil fields, equipment manufacturing, legal and information technology services, and other sectors. It will generate over $60 billion this year in state and federal tax and royalty revenues, reduce America’s oil import bill by $75 billion, and save us $100 billion in imported liquefied natural gas, concludes a new IMF Global Insight analysis.

A resurgent American petroleum industry could add “as many as 3.6 million jobs by 2020, and increase the U.S. gross domestic product by as much as 3 percent,” says Citigroup’s “Energy 2020” report. Fracing is bringing new jobs and revenues to states underlain by shale deposits, and could give our nation over a century of hydrocarbon energy that will keep prices low for fuel and petrochemical feed stocks.

That means more manufacturing and other jobs for millions of graduates and unemployed workers, and new prosperity for the “Rust Belt” and other areas. “Plunging natural gas prices have turned the U.S. into one of the most profitable places in the world to make chemicals and fertilizer,” says the Wall Street Journal. It’s also “slashed costs for makers of energy-intensive products such as aluminum, steel and glass.”

It could make North America ‘energy independent’ (really energy neutral) and even a net exporter of natural gas. In fact, this amazing new technology could turn the United States into the world’s #1 oil producer within just a few more years.

Other Benefits

For people still concerned about “catastrophic manmade global warming” (despite 16 years of stable global temperatures), unconventional gas also provides a way to cut carbon dioxide emissions by up to 40% using clean-burning rule that costs a third less than oil on a per BTU basis, notes Danish economist Bjorn Lomborg.

The USA’s CO2 emissions are now at their lowest levels in 20 years, because of natural gas, a sluggish economy, and the retirement of 100-200 coal-fired power plants due to an EPA regulatory onslaught that is based heavily on agenda-driven, slipshod and even fraudulent and illegal science.

Logic and common sense would engender unprecedented public, political and even environmentalist support for hydraulic fracturing and expanded oil and gas production. Indeed, that is Governor Romney’s perspective and policy. Unfortunately, Team Obama remains largely opposed to domestic drilling, fixated on “renewable” energy, despite having already wasted some $97 billion on wind, solar and algae projects – and poised to unleash a boxcar of new EPA and BLM rules designed to usurp state control and restrict or hyper-regulate fracking on federal, state and private lands alike, win or lose on November 6.

Team Obama on Defense

Team Obama justifies its stance by citing public anxiety over fracing. It fails to mention that this anxiety has been nurtured and orchestrated by a host of environmental pressure groups whose existence, monetary sustenance and political power depend on a steady stream of new eco-hobgoblins.

Their fractured fairy tales about this game-changing energy technology would be as funny as the Rocky and Bullwinkle tales, if the economic, employment, national security and environmental consequences weren’t so serious.

Hydraulic fracturing devastates their mantra that we are running out of oil and gas. It annihilates their incessant assertions that hydrocarbons are the energy of the past, and renewables are the future. In reality, wind and solar cannot live with cheap natural gas (because they cannot possibly compete with it) and cannot live without it (because they only work 20% of the time and need gas as constant backup power).

Consequently, the anti-fracing factions have concocted a hodgepodge of eco-scares, each one more absurd and indefensible than the last. Here are five common complaints with rebuttal.

1. Flaming tap water. Yes, you can ignite methane at your kitchen faucet, if your well was drilled through gas-bearing rock formations and was not properly cemented and sealed to keep gas out. (Eternal Flame Falls in New York’s Chestnut Ridge Park is one example of natural methane leakage.) But fracturing zones are thousands of feet below groundwater supplies; production wells use cement and steel casing that extends hundreds of feet below the surface; and sensitive instruments monitor downhole activity, to ensure that valuable gas does not escape into near-surface formations or the atmosphere.

2. Groundwater contamination. Fracking fluids are 99.5% water and sand. The other 0.5% is chemicals that fight bacterial growth, keep sand particles suspended in the liquid and improve production. The vast majority today are found in household items that Americans use safely every day – including cheese, beer, canned fish, dairy desserts, shampoo and cosmetic products. New fluids like those developed by FamilyJoule and Halliburton represent the new kinds of entirely nontoxic and biodegradable chemicals that almost all drillers are now using.

Steadily improving technologies, techniques and regulations minimize risks even further. For instance, heavy plastic liners are now commonplace under drilling rigs, storage tanks and containment pits. Along with modern drilling and well casing methods, they help make the likelihood of chemical or salt contamination of groundwater a minuscule fraction of what is posed by winter salting of icy roads.

3. Wastewater and water depletion. In addition to changing the composition of fracking fluids (and making that information readily available online), to address concerns about water use and wastewater disposal, drilling companies increasingly recycle the water they use. Devon and other companies have recycled hundreds of millions of gallons, and some 90% of water produced in the Marcellus shale region of New York, Pennsylvania, Ohio and West Virginia is now reused. Moreover, the amount of water used in fracking is far less than what is required to grow corn and process it into ethanol.

4. Earthquakes. Fracturing rocks does cause cracking that can be measured with ultra-sensitive equipment. But these micro-seismic events measure around 0.8 on the Richter Scale, about what is caused by a car passing by. Even loaded dump trucks register only a 3 (the minimum that can be felt by humans), and property damage does not begin until level 5. Deep injection of water for geothermal energy development or enhanced oil recovery operations (or to dispose of petroleum, municipal or industrial wastewater) has caused detectable seismic activity; however, of more than 800,000 injection wells nationwide, only about 40 were actually felt at the surface. Rules and practices increasingly address these injection well issues.

5. Fracking ‘unregulated’. State and local regulation and cooperation with industry, constant refinements and improvements in rules and practices, and accommodation to public concerns about water, drilling and fracking fluids, road congestion, community impacts and other issues have been ongoing for decades. That is part of the reason that 2.5 million instances of fracking worldwide (over 1 million in the USA) since 1949 have not caused any serious harm. That’s a safety record any industry would envy.

Conclusion

Unfortunately, environmentalist fractured fairy tales cost us energy, jobs, revenue and prosperity – for no ecological benefit. The ultimate irony is Europe, where Big Green opposition to fracking and nuclear power is ushering in a coal-burning renaissance. Germany and other central EU countries will be building 10,600 megawatts of new coal-fired electrical power plants during the next four years!

Meanwhile, green power mandates have already pushed Germany’s electricity prices to the second highest in Europe (32 cents per kWh, compared to an average of 10 cents in the USA) – and the average German household faces another 50% rate hike over the next year. Countless jobs are also at risk.

America has the world’s largest reserves of oil, gas and coal. We need access to these deposits, under rational regulations that reflect reality, instead of eco fairy tales. We need people in the White House, Congress and government bureaucracies who can distinguish between fact and fiction, understand how to produce real energy, jobs and revenues, and don’t have an agenda to “fundamentally transform” our nation.

Field Employment Down, Spending Up???

Checked the create-what-you-want-on-the-fly BLS database. Asked it to look at “productive and nonsupervisory employees” in construction.

In October, the preliminary number is 4,369,00 — down from October 2011 (which was 4,391,000).

It’s the sixth month in a row with a year-over-year decline in the number of productive people working in construction.

Does this make the 8.9% gain reported in Jan-Sept construction spending a bit hard to believe? Maybe so . . . the options are:

- the U.S. built buildings on which more $$$ was spent with fewer people.

- the + 8.9% number is wrong.

EMCOR Group Statistics & Concepts

I came across a 4,863-word transcript of an appearance by EMCOR Group (Tony Guzzi, president & CEO) at a 9/20 investor’s conference. EMCOR’s stock has previously been recommended here (EleBlog’s proprietor owns Zero shares, to avoid a conflict-of-interest).

This post, however, isn’t about the stock — it consists of some data & ideas sucked out of that presentation, about EMCOR Group:

  • 27,000 employees
  • “a 5-to-1 to 6-to-1 ratio of people doing real work vs. people that are overseeing people doing real work”
  • “About 20% we work directly for the owners” on the construction side
  • About 80% of the work on the facility services side is done directly (for owners)
  • More than 10,000 service agreements.
  • “Site base services — this is where we put people actually in buildings to run it or we manage . . . between that and maintenance services, you see [EMCOR Group working in] 120,000 locations. How could we possibly do that? We do that through a network of service providers where we bring the full trades plus snow plowing, landscaping cleaning.”
  • “We get about $2 billion [in revenue, out of $6.3B this year] from new construction. Now, we would like to see that number be about $1 billion more, and we could easily bring that revenue into our business today with very little fixed-cost addition.”
  • On achieving productivity: ” . . . a lot has happened to help us do that and not let people impede us. What are the kinds of things that we talked about there? Prefabrication. Technology has moved onto our sites. You will go to some of our sites and you will see people with iPads describing to our folks what they are going to build those next three days. [These] big changes really aid us.”

And this comment, which reflects what I think I remembered from the 1997-2002 days:

“What has been remarkable to me over the last four years — and I have been doing this for a while now — is the capital budget, and, at the end of the day, those things tend to move slowly (even in a good market).

“The only guys I saw spend like drunken sailors were the dot-com guys and telecom guys. In some ways, they would throw money out the window — and we would be there with baskets to collect it in those days.

“I have never seen that anywhere else. Everyone else is . . . very careful spenders.”
